Since free week champion rotation (which has always been a thing). Maybe go read the last two sets of patch notes.

You always could randomly roll champions in the weekly free rotation. Since a recent update you can roll champions from the last three rotations in ARAM.

They increased the ARAM pool mostly to combat ARAM accounts. This was implemented quite a while ago.

Honestly, the true solution to ARAM accounts with perfect fairness is simply putting every single champion on the roster in the ARAM rotation.

however you won't earn chests if you dont own said champion. i think the reason they included a large FtP champ pool to roll on it to decrease the chance of you rolling your main(s) and making a fight one sided.
