Like??? I've heard a few points about why they aren;t very active on the boards such as "they just read and don't respond" or "people in the comments make the points for them so they don't feel the need to respond" but when the last 12 posts they've responded to is story art and sound, and report a bug it really shows just how much they care about the communities opinion about the state of the game. If you think I'm wrong go ahead and try to prove me wrong. Scroll through the "hot" section for a while and tell me where you find them responding to a gameplay or general discussion post.

(tbh it feels like riot is just comprised of artists, composers, writers, and a couple people who know how to code because they honestly don't seem to play the game a whole lot)

Well, to be fair, Riot is a company. At the end of the day they just want more money than what they started with. Skins make them lots of money and so their active response will be what gets them more income. And the bugs, if left unchecked, will cause people to leave the game. If they leave they cannot buy new skins. So that's where their main focus is.

Riot has responded in Gameplay and Balance before but they usually get chased out if they give a definitive answer. And they purposely set up the game to be unbalanced. It keeps the game feeling "fresh" and interesting... or at least that's the theory. They probably could balance the game perfectly if ever they wanted to. They just choose not to so that the game never gets stale.

They release a state of the game post every few days that a rioter responds too though.

The issue players have never was a bug or anything you mentioned. A lot of player frustration are actually things they constantly talk about, go out of their way to talk about, and what they refuse to talk about. It gets old when year after year they talk about a champion like Ryze but ignore other ones like Lissandra. I mean this year the Development team went out of their way to communicate about Ryze, again, in a big thread with community feedback and involvement. They even did it with Ahri. Where was this for champions like Lissandra, Karma, Morde, Fizz, Malz, and many others? The answer is they don't care about your interests if they can talk about the same rubbish every year.
