This season has been good for him in gold and below, yes. His simple kit and easy counterplay make him good in low elo, not so much in higher.

he sucks against singed, gnar, nasus, malphite, darius, chogath, maokai, etc.

he is not very good against current meta champs lol.

I'm a Garen main, and I'll admit in some situations he can be very strong. The main thing is you need to learn how to kite if you're ranged, and you need to fight him inside minions if you're melee (his spin does less damage if it hits multiple targets). He is one of, if not the most telegraphed champion in the game, so if you're losing to him either he has a significant skill advantage on you as a player or you're making mistakes he can capitalize off of.
