That's actually backwards.

Low elo uses shen top because you can get away with things like that, as well as they don't know any better. Higher than d1 does not use shen top, he has been nerfed to a support role.

In fact his winrate top has dropped by like 4%, 53% to 49% (49% is bad btw). Playrate has also dropped significantly (2%?), as well as ban rate dropped. (but that's all not counting low elo as per our discussion :P)

Shen support is rated like tier 3/4. Shen top doesn't even list.

And knowing is half the battle!

Shen is a late game champion to begin with and recently had his early game viability removed. On top of that the game heavily favors early game at the moment. Go look at his statistics:

I'd be inclined to think illaoi vs nasus is a skill matchup. While illaoi bullies Nasus, early on. Nasus gets free stacks off her tentacles. A good Nasus would simply refuse to fight her and AFK farm her tentacles.
