Could, say, Leona "Join" K/D/A tomorrow, and get a K/D/A skin? Could someone join the Star Guardians and get a corresponding skin, and so on? Or do the skins which have been released in those skin lines stay exclusive to the champions they are already for? I am mainly wondering about this because there are some Star Guardians who don't have Pajama Guardian skins. Will they ever be added?
There was 2 waves of star guardians and Kayle joined Pentakill later on, so in theory yea other champs can just these skin lines, but they gotta really fit the theme
Of course, it is always possible for champions to join an existing skin line. There are even skin lines, which get added new champions to them regularely, like it happened recently with the Project skin line.
Another example, Pentakill Kayle, which got added years after the initial cast of Pentakill.
It is possible, that they will add more Pajama Guardian skins in the future. But you shouldn't expect this to happen so soon, we will most likely get regular Star Guardian skins this year.
As demonstrated from the past, they are by not all exclusive. Riot will put anyone in there if it sold in the past. But the Pajama Guardians, those were chosen as an experiment to see if they could double-dip and sell full priced chroma versions of skins, and judging by the reaction that framed it as that, I would not wait around for more anytime soon.

Anyone could join mostly any theme each year, as long as they have the right idea for it (and are well suited by Riots standards)
The pajama guardians were a spure of the moment kind of thing and needed to be well received for them to make more, and it sounds like they had mixed reactions so more may or may not happen.
