Hey!
So I'm not really up on scaling and stats as much as others, and I'm trying to learn. I've read that Lethality is basically Armor Pen., however my question is - what if no one on the enemy team really builds armor? Then what? Is your Lethality build just pointless and not really doing anything then??

Everyone has base armor that scales with level. Armor pen can pierce below zero for bonus damage
As a rule of thumb flat pen/lethality
is always good on champs that build it 
assassin types
Percentage based pen 
is only good when the enemy is building at least one armor item.
