You Should Be Able To Report Crediting A Troll

Just got done with 2 games, all of which, people are giving complete and total benevolence to trolls and scumbags. It's really annoying when your riven is going 0/11 - popping ultimate in base and just diving in head first to the 10+ kills Yasuo and GP. What's worse is that the enemy Lux, who did absolutely dog shit and failed at practically everything as a support role - completely supported this guy. Like:

"Oh wow - good job Riven! Thanks for the free win! I like this guy - he's a good person! Don't report Riven, because I'm a fucking JAG."

The first game was with a Veigar who got fed early - each and every kill he got was /ALL GG? GG? END? END? FF? FF? FF? FF? FF? FF? The enemy team of course didn't stick their dick into it, whoevers god forbid a person would act out of character and tell the guy to suck a dick. Obviously I muted him after 5 minutes - but I couldn't control my teamates interacting with the %%%lord. So? The enemy team was like 'lol this guy is pretty cool, I LIKE HIM. What's he doing is TOTALLY alright in my book lolkappa

So . . . why can't we report the people that support this type of behavior - and further put people down? I don't see an option . . . the robots that handle the reports wouldn't be able to handle this type of thing. So will this always be tolerated? Thanks!
