?????? he needed the buff and u revert him? if its because of iron his passive isnt even the reason he is OP in that elo. its because you can bash keyboard with your face, hope to god you hit R once, and get penta with his AP build. jesus, most of these guys forget W is even a toggle anyway. what are you guys doing?

no he didnt. the 3% is negligible to champs. it only helped with his clears which he needed.
Galiö1 votesPeople whined about champions being too strong low elo and Riot balances too much for the top. He had a 58% wnrate up to low gold and 54% in plat+ (which is currently higher end of plat+ winrates).
They reverted his previous buff because Cinderhulk was also buffed when his winrate increased.
I didnt really care for the nerf.. but his clear speed is already very good for a tank jungler... you literally just get attack speed rune shard and spam E and everything dies relatively fast.
I just wish there was more creative fixes, imo.
