What actually IS riot's stance on spamming taunts/laughs?

It's been around for as long as I can remember, I can't believe they haven't limited it in some form or another. I wonder if rioters spam it too.

I've personally found the psychological effects extremely beneficial, it's a great way to tilt your opponent without even landing a blow. Don't think it's the intended use though, (or not?)
