ADC population beginning to dwindle (teambuilder)
adc used to be one of the contested roles, now its relegated to meh status.
I think this can be attributed to a few things.
-
PTSD from recent tank meta (still some trauma backlash that needs to pass)
-
early game crit chance unreliability in short trades.
-
build path diversity weak, (2000 upvote thread on reddit) champions that are supposed to be mobile (since they are a high priority target) are still building the most expensive item in the game before even completing tier two boots. (would make more sense if they Build BF sword but held off on finishing IE like you do deathcap for mages) in mean time get the essentials serker grieves, vamp scepter, maybe a second doran blade... then either complete IE or another crit/ms item. This would be a more sensible approach.

Lifesteal nerfs in places where it had no place taking place; aka vampscepter. (+lifesteal access being relegated mostly to end game, wrath elixir)
these have had a compounding effect, leaving us with current disinterest in the role. Its not to say they aren't strong, its just the grind fest to become strong/dependable is uninviting.
Ways to solve this:
Critical Strike improvements: http://boards.na.leagueoflegends.com/en/c/gameplay-balance/AnahPTYo-riot-team-i-think-i-have-something-solid-here-rsvp
Idea for lifesteal qol changes:
Goal: Trying to take some of the sustain out of having to rely so much on an elixir to round out one’s sustain properly. An elixir shouldn’t be imperative to have the right amount of sustain. Why should this crucial stat get most of its access on the back end of the game. To do this I’m taking out 7% lifesteal from wrath elixir and distributing it partly into lifesteal quints such that they offer 2% lifesteal again (limited to only 2 however), and into botrk offers 13%. (see below for detail on botrk would no longer sustain off passive however, evens out however). And 15% into hydra. Hydra gets reduced healing off aoe likely 1/3rd or by half, but offers 15% lifesteal. Or other solution is to make only the 15%lifesteal work with aoe cleave no outside source of sustain can sustain off it.
Bring back 2% lifesteal quints only allow up to 2.
New wrath elixir: 25 ad 3% lifesteal 10% healing off physical spell damage. Kills assist extends elixir duration by 35 seconds from 30.
Botrk: 13% lifesteal Active (healing ignores 50% resistance) (like new wota). Can no longer sustain off passive.
This evens itself out. Say I crit for about 500 damage. Times 3% = 15 health.
Say on average Botrk deal 5.7%. 5.7% of 3000 =? 171 10% of 171 = ? 17.1 with the buff to active should round it out.
I might propose bring back on hit healing doran blades as well. Such a change to doran blades will not be felt from early to mid game as the healing should stay close to the same. % lifesteal from dorans are attractive if you can hold on to it come late game. by which time you should begin to free up your slots for other items and have vampscepter.
For
ever since its 10% nerf at 800 gold (discussed here)
botrk & hydra both screw with pinning down a sensible appraisal for lifesteal's actual value. its difficult to measure it when it varies considerably based on the situation with these items.
i think the old value of 10% for 800 gold was good cost wise.
this would make it 440/10= 44 gold per lifesteal.
44 times 9 =756
A sensible change might be to give it 9% lifesteal vamp scepter at cost 765 gold
