Why all the complaining about the Zoe "nerf"

A while ago there was a lot of complaining about how Nunu turned from trollpick into pick/ban overnight. People asked why not take an approach of minor buffs/nerfs to champions until they reach a properly balanced point. I remember at that time, a Rioter answered with a very comprehensive post, but the tl;dr was that this balancing approach is not efficient enough and might take too much time, but they might look into it in the future.

Well, this seems to me like an attempt at this approach. I mean, I can even argue it's a properly placed attempt on Zoe since she isn't even that strong (she's around 50% w/r) but just frustrating and hard to deal with. And maybe people just try to make memes out of every possible thing these days. :T
