As somebody that plays soraka often I would say no, she heals a ton and giving her more damage would just make her too much to play against.

Yeah, I get that she's not suppose to be this offensive mage/support but I just love her as a character not what she is suppose to be.

I could see riot bringing back battlemage soraka again, but not yet. I think with them turning Janna into a slightly more aggressive support we are closer to that point.

Her Q actually does well enough in this regard, given the whole "heal back" thing, if you max it first instead of second.

If you went that route, and wanted damage, you could build Censer -> Athene's, land a Q, and give the Athene's healing and the stronger W healing to someone else.

Not "optimal" at all, but it's there for you.
