Bard % of max mana heal and cost

Could Bard pay say an extra 5% of his mana in the shrines ? And have it converted into more heals ? Here is my reasoning :

1- This will scale well with the mana regen from chimes. So it would favor the roaming champion you want to promote. 2- Let's be honest, Bard still need a little buff 3- Bard is, as we speak still pretty off par for an healer, so buffing the heals a little seems the way to go.
