The logic behind : Heimerdinger is the champion that benefit the most of the item 3028 passive since his base regen is twice as good as the second best champion. It makes item 2302 not only gold efficient, but also slot efficient. Even without the gold generation and the ward taken in account. free wards. That combo leave heimer incredibly strong for a support and with the potential for a full build just as strong as a carry.

The regenation on this build is just evil. Using the item 3028 it reach height never seen before. A single champion attacking you will never penetrate the regen. Diving you become a team objective while you siege and slowly eat their defense with your zz'rot, but then your heimer... and support.. and tank... it's a win/win situation for your team.

I like playing him as the carry down in bot rather than support. You can build his normal build, carry tp instead of heal and pretty much protect your lane from being totally blown apart. I find the only two adcs that were hard to play against was jhin and jinx, because of the dancing grenade/crit shot and the aoe respectively.

I did find that he is useless with a diving support (Leona, etc) because the dps is in the turret range, not the aa. Having a morgana support, a blitz support and a sion were great, especially when sion brought his zzrot down.
