Instead of nerfing Riven...

Let's nerf Heimerdinger instead. He's had a very high win rate in all tiers for a very long time. Riven's win rate has never come close to what Heimer has had. We can argue semantics all day, but facts don't lie. Riven has not been performing that well. If she was her winrate would be much higher. And she has no true damage, no %health damage, and no stealth. She is FINE.

Having true damage, %hp damage, or stealth does not make a champion brokenly. Generally most of the first 2 are fine (you don't see many people complaining about Twitch's passive or Sion's W) and the only problem with the third is the current power perma stealth has (which is thankfully only on Eve).

If we're going off of rates though, Heimerdinger has a 53.7% winrate in plat+ ...but also only a .94% playrate and .22% banrate. His winrate is high, but that's because the only people who pick him are die hard Heimer mains, who still only pick him sometimes. He's niche, and when picked into that niche is strong but suffers everywhere else.

On the other hand, Riven has a 52.68% winrate in plat+ ...and a 16.84% playrate with a 9.71% banrate. Her winrate is high, but she's being picked very regularly everywhere and still winning. That indicates she is somewhat strong (though whether that's because she counters the meta, has a high skill ceiling and ways to express skill, or other I do not know).

For a comparison, out of 1 million games (1,000,000) you will statistically see a Heimerdinger picked or banned 14,600 times. You will statistically see a Riven picked or banned 265,500 times, or roughly 18.2x Riven pick/ban per Heimer pick/ban.

Heimerdinger mains are also far more humble.

heimer is not very strong and is extremely easily countered. If he needs anything it would be a buff honestly. Riven also has an ability that does damage based on their missing health, so what you said isn't true. To me it sounds like you're just complaining about a champion that you lost against because you're new.

Win rate isn't everything to determine if a champion needs to be nerfed. It also depends on the popularity of the champion as well, which Riven is a lot more popular than Heimer. If win rates were the only thing that mattered, then wouldn't Rammus and Brand be considered "needing nerfed" in your logic?

Riven is about 5 times more popular than Heimer and only down like 2-3% win rate from him. Besides, I believe the only thing they're doing to her is increasing the CD on her ultimate...it's not like that is any serious nerf to her anyways.

at least heimer is sorta squishy

Why would Riot do that instead?

The reason Heimer has such high win rates is most likely due to a dedicated group of individuals playing him as their main, and because he is almost 100% zone control... which the average player now has no concept of due to the constant mobility creep in the game. A lot of people take freedom of movement for granted now, but heimer effectively prevents that, more so than any other champion (yes even teemo).

If nothing else, riven has needed a resource for a long time now to throttle her power. Not that she is nerfed, in fact technically speaking, from what i've seen, they didn't actually change her numbers significantly. They simply added this resource which restricts when and how her power spikes. The resource should better distinguish a good and bad riven player, similar to how a bad rumble will miss-manage his heat.
