cool q is more useful but e became less useful do to the fact that the cd is longer and who fckn cares about the little bit of extra damage.....not worth the extra cd. Also the real issue with taric is the only keystone that really syncs with him is windskeepers blessing....courage doesnt due to he has no enagge so why use it, stun has to long of a cd for stone born to be useful so grasp is good on him but what else is there ?
You can use CoC for when you are ulting, to stay alive till your ult pops, Windspeakers works well with both his shield and heal, and you can go TL, since you can just, E + AA + AA to easily proc it.
Why's this an issue? Taric's role has been consolidated as a support enchanter, a farcry from his stun bot tank origins. Furthermore, the E nerfs were very very minor and his Q buff was actually pretty big.
Nothing wrong with going Windspeaker's..
The tank keystones really aren't that good, but going 18 12 is.
