Has the riot fixed junglers being the most broken op and influential role yet?

Don't see how anybody can enjoy the game when junglers decide the game by being blatantly op while being extremely safe with nobody to "lane" against. They outlevel laners while easily 1 v 1ing anybody else for the vast majority of the game, even if every single one of their ganks fail. It's normal for a jungler to be sitting in a bush for 2 minutes, fail his gank and still be the same level as laners. They have no risk of falling behind enemy laners, only the enemy jungler. However even if behind the enemy jungler you can remain relevant by just being on the opposite side of the map as the enemy jungler, and just have to be prepared to counter dives. Meanwhile laners get screwed if they fall behind, they can be denied farm.
