Can we push mages away from massive mana pools?

It results in two things:

Either they simply cannot hold any kill pressure unless they land absolutely every spell in their kit, or wait for an opening/power spike, when they don't have a mana item, followed by them being able to spam and wipe wave after wave once they have one or two under their belt.

And no, I'm not asking for them to gut things like item 3165 . What I am asking for is to reward mages more for landing their spells. Take Twisted fate into mind. His kit has a built in mana restore, that also can deal damage. Xerath's passive is also a decent example, hit a minion, get a little mana, hit a champion, get a lot of mana, but he has to play riskier to get more mana back. Even annie, who has a mana refund for killing minions with her Q, and Malzahar, who gets mana back every time a minion dies with his E (or he did, pre-rework, though I believe that's still a feature in his kit.)

I ask for mages to be rewarded for playing a certain way, and in return, they get mana back, allowing them to purchase items that aren't fixing their mana problems first item. Maybe then we can push away from item 3165 , allowing mages to mess with their builds a bit. It should probably be more along the lines of Xerath's passive rather than Malzahar's E though; riskier interaction = higher reward.

Thoughts?

Isn't it rewarding enough to do more damage by hitting more spells? Mana is mostly about early game anyway, that goes for mages as well as most top laners, adcs and supports. Very few champions do really live in a constant struggle for mana in mid to late game anyway, that's just how mana works. I'd rather weaken the mana regen items in terms of mana regen or ability power to make it a little more pricey to rush them over other ap items.

  1. Mages shouldn't have 100-0 potential without hitting every spell in their kits.
  2. What (not burst) mages should have is the ability to throw out multiple rotations, hit two or three, and then go in for the kill.
  3. Good idea, but mage itemization already sucks and Morello's would still be core due to 20% CDR + 100 AP

The thoughts are stop building morellos and land stuff. It accomplishes exactly what you asked for. It's risky to not build mana, but if you land something with a real AP item, you get a bigger reward. Nobody says you have to build mana. Just don't ask riot to rework all mana users because you don't like building mana items.
