Builds nothing but HPs and does stupid amounts of damage. You cant run from him so if he hits you ONCE with Q you are dead. Building HP does not stop him because he can eat you multiple times for LARGE % max HP and stun you multiple times. And if you can get him low he shields and finishes you off with a second or third eating.
So how do you counter it? HP items are WAY cheaper then damage items and he builds only 
as offence. Everything else is Def/HPs

Sion is outscaled by almost all of the competition too, and look how long it took before he needed a nerf.
Hell, I'v completely murdered Heim and Nasus as Tahm top in a number of games. Heimer in particular I found to be countered by well used Devours If you call those free wins, I would double check the price tags.

I'm assuming equal skill. If the Heimer died to you, he is bad. Nasus can't die to you early unless you bring ignite.
Tahm would have been very oppressive champ, if he was released before champs started getting too much wall hops and blinks. Now he is OK.

Your best options to rekt him cause they mostly can poke him either from range or from melee and then pullback
