Do the game designers even play the game anymore?

Looking at the items Ornn can upgrade, I'm guessing they don't.

Deathcap? Seriously? It's very rarely ever built, and even rarer for games to last long enough for it to be built.

Meanwhile, the ADC, bruiser, support, and tank upgrades are regularly built across the board.

Isn't that why they have PBE or w/e?

You mean they can't do their job correctly without everyone telling them that they fucked up and don't understand how the game is played in 2017?

No, that's not why they have the PBE. If they don't play the game and don't understand what players build, they shouldn't be designing champion kits.

They know more about what players are doing than you do. They have statistics from MILLIONS of players daily at their fingertips. They full well know better than you what's going on in their game and how to design it.

The beauty of a game that involves multiple people is the very fact that it involves multiple people. Many opinions, many views of how the game works, how champions are to be played, how they are to be build, etc. I also feel like it should go without saying that you're merely taking a shot in the dark by saying the developers or otherwise don't play the game, also, why does that matter? The importance lies in the players, not specifically what the developers personally experience. We're literally playing with numbers here, in terms of the champion, the items, and everything in between.

We're the very bits of information they need to reach a conclusion. It's why it's a popular notion that they rely on high-elo/pro gamers to reach a more sound conclusion, because the results are a bit more finite to the intended and unintended use of anything within the game's boundaries. It's why we have PBE, it's why we have such outrages results within the first week or two of something's release or change at least, before any potential changes or otherwise take place. It's necessary.

Well because they decided to be conservative and not let that aspect of the character be worth anything until full item slots it doesn't really matter. And it hardly ever will. Nearly all AP (barely) need Deathcap by 6 items except like old AP Kog.
