@Riot idea for new Lissandra passive

it's time for me to talk about lissandra! She is going through some changes and riot has planned for a new passive (Which they prob already have something)

Imma just throw an idea out there:

(NO IDEA FOR NEW NAME) EVERY time lissandra is hit by a basic attack the attacker gets a stack of Eternal Frost Burn. Eternal Frost Burn causes attack speed and movement speed to be decreased by 3% to a max of 15% (or by 4% to a max of 12%) Additionally every time lissandra hit an enemy champion with a spell her abilities get additional effects depending on how much eternal frost stacks your opponent has.

What are these effects.. I'll leave it up yo yall. Let's get something going here.
