What if Zilean's Time Warp could be cast on his Time Bomb before it explodes?

What I'm thinking is that, by putting Time Warp on the Time Bomb after it's been set, you'll create a slow/speed field in the area that the bomb exploded in, buffing allies caught in the blast and debuffing enemies caught in the blast. The field will apply a debuff/buff for the duration to enemies/allies that is equal to half of the time that your E would last.

To clarify, the 'field' will only be the explosion of the bomb's duration. An instant proc. No AoE will be left on the field for any duration after the explosion.

I won't ignore that this is a straight buff, but I think it would open up more combos for Zilean to play around with instead of just E,W,E and Q,W,Q
