Since Cassiopeia is keeping her APC direction... (Ult suggestion)

I was thinking her ult could be 2 parts,(much like Riven) 1st part is a steroid that gives her Vamp and other bonuses and then the 2nd part is her Petrifying Gaze but with an increased range, no cast time (because they will know you can stun them when you use the 1st part), decreased damage and the stun now increases if they are closer to you (1 to 3 seconds?)

I think a great buff to her Ult would be;

Added to her current Ult - Cassiopeia turns into living stone when she casts (R) Petrifying Gaze, and becomes untargetable for the first .6 seconds of the duration of the channel.

Basically a short Zhonya's, which will allow her to use the ability defensively even when the enemy is not in range to get hit, and also mitigate her debilitating vulnerability for casting it when in range.

I feel like it should be channeled for like 1.5 second and the channel has to be optional for this to be a good suggestion.

I don't understand what you're saying at all. Increased range, instant AoE stun with increased duration...you're just asking for her to be OP, not balanced.

You have difficulty understanding what I wrote then because the 1st part of the ultimate already indicates that she can use her stun, instead of a cast time for the 2nd part and the 1st part which will make it even more difficult to hit.

Having a glowy visual indicator that Cass is prepared to Ult does not make it more difficult to hit an instant zero-travel-time mid-long range cone stun...unless you're terrible at tracking when the enemy has their Ultimate up, your suggestion would make it comparatively nearly impossible to avoid. You compare it to Riven's, but her Ult shoots a clearly defined missile with a travel time; it's not easy to avoid but you can if you anticipate it well or are farther away. If the Ult has no travel time there is no such thing as dodging it, only Cass messing up. You're wanting to remove the counterplay to it.
