Why do people take hextech flash on Alistar?

Generally curios, I get that u can use it to make diff gank routes, but that's jungling mostly. But in lane, it's that dam telegraphed they'd have to be literally blind to not see it coming.

So what's its use case?

Because Alistar spends all of midgame and lategame going for engages and being able to flash out of brush or over a wall is useful for that.

Even in lane you can flash out of the brush. Or you can just use it in the open to force them to respect you and back off the wave.

Same as Annie, hard engage that requires to be in range

Now all they need to do to make this rune more viable, is to make it so that you can cast it while moving. Kind of like a VI punch, where you keep the button pressed to channel it and release to activate when ready.
