The Hows Of Balance: Patch 8.6

This is an even patch, so a larger set of changes than 8.5. The “Duskblade Nerf” patch, specifically. We see a lot of damage increases, a fair number of which are going to assassins, but not all of them. Unlike 8.5 there were some durability increases though (Graves +0.5 MR/lvl -> 1 MR/lvl) (Kai Sa shield activating on cast instead of dash completion). An interesting oddity: this is the first patch in season 8 where no cool downs have been impacted.
If you factor out the assassin buffs, there seems to be an almost even split between Utility and Damage buffs.
(Also changed out the term "berf" since. it bothered so many people last time, and. it was a low-effort change)
