@Meddler You guys said you didn't want Annie's kit completely telegraphed, so why is Vlad's?

Annie's has a lot more impact, since there's AoE hard CC and more burst. Yet, you claim that you don't think Annie needs a telegraphed indicator for her stun.

Don't get me wrong, this is not an Annie QQ thread. I just want to know what the justification on making Vlad unusable anywhere above Bronze is. A bar that completely spells out how to fight Vlad is NOT fair to Vlad players because Vlad is not in control of when its accessible.

You easily could have added visual indicators and or let Vlad be in control of when he gets his tiny opportunity windows, like Ryze or Annie. Instead you made him border-line unusable in ranked by making him 100% reliant on his Q CD, while only the 3rd does ANYTHING and is now completely telegraphed to the enemy so you rarely get to make use of it.

There's a reason people don't build him high AP right now. Q is far too unreliable now, since Vlad isn't actually in control of what it's capable of, and enemies have their hand held by Riot while facing him.
