Is poppy useable at all

Remember old poppy. She was a champion that was so broken because her ult was game breaking to the point that riot nerfed her into the ground to the point of being almost useless and if anyone found a way to make her good, she would get hotfix nerfed on the spot. What was her ult you might ask. Imagine a tryndamere/ kayle ult combined with an olaf ult but only one person can damage you. That's what it was. You put it on the support or whoever was feeding and only the makerd enemy can do damage to you and while immune to cc then murder the adc or fed mage. knew what she did after that. I never ever ever saw her in any of my games. That was until word of her rework started going around. Her visusals were also far below the industry standards. Shark Tale had better graphics. She then became a super stong top lanner after the rework. She was actually useable. She also was a good jg and support. Not too long after, she is back where she started essentially but nowhere nearly as bad to the point where she can push one button and break the game and riot will have hotfix nerfs ready when she's good. Nobody talks about her. She has vanished since then.i only see her like 5 times a season. They aren't that useful. I am one 2 days ago but she was 2/4/1. Her winrates are bad.47% top. 48% jg. 50% support but there's only like one person who takes her support. Anyways is poppy even useable.
