This sale is directed more so at those who only have 2 rune pages and want to fill those up before expanding. A standard "any ad champ" page would likely run ad quints and not attack speed because between assassins, bruisers and adcs 2 classes want them.

More importantly this is a bandaid fix to their cost and by no means is it true solution. Be happy they are even reducing any of the runes

Is that really the case? I have been using Armorpen Marks this whole time.

Some players only have 2 rune pages, this means 1 standard AD page and 1 standard AP page.

AD: 9x Greater Mark of Attack Damage 9x Greater Seal of Armor 9x Greater Glyph of Magic Resist 3x Quintessence of Attack Damage

AP: 9x Greater Mark of Magic Penetration 9x Greater Seal of Armor 9x Greater Glyph of Magic Resist 3x Quintessence of Ability Power

These are all the runes getting reduced and are the most basic rune pages, you don't need attack speed on every single AD champion. But these runes can be used for any AD champion.

AD quints and marks can be used effectively by any AD champion. AS quints only work for AD carries. The goal is to reduce things that let people create two general rune pages, and the most general rune pages you can have are straight AD and AP/magic pen.
