Why is zed allowed to farm at Xereth range?

Because it involves chaining 2 abilities together, one of which has a 22 second cooldown and is maxed last. His shurikens also do significantly less damage after the first target hit and even further reduced damage if multiple shurikens hit the same target.

This is a pretty silly question.

His cd on his shadow is way longer than Xerath's Q is and zed's shurikens do less damage to multiple targets while xerath does that damage to everything. While zed does have a lot of range on his standard Q it's damage is low when hitting anything beyond the first target. If he wants to match Xerath's range he has to use his shadow which gives up his escape/engage for a decent amount of time.
