You obviously haven't seen Devourer Evelynn. Devourer really made her good, at least in my experience. They also already explained what they would do to Juggernauts in 5.18.

Devourer Eve is bad.

Did you see what they did to skirmishers Sabre because of WW? They nerfed WW and then the item a couple patches later. Just because the item makes them decently viable when without it they can barely survive the jungle monsters attacks, does not warrant a nerf to a champions kit.
