Because every general jungle change that goes out supposedly to keep them in check ends up hurting other junglers a lot more. Especially the current PBE Smite change which does not affect them at all due to their instant gap closers but hurts other ones much more.
Seriously, either get your shit straight or admit "We want Lee and Jarvan to be absolute gods of the jungle, deal with it."
