Can Thresh's souls not give him AP?

I know this sounds like a harsh nerf, but theres really no point to him gaining AP with souls besides gaining base damages. No other support can gain infinitely stack stats (Bard maybe), why should thresh get to infinitely stack 2 stats

wat Thresh has 0 scaling defensive things besides his hp. His ap is what gives him that little extra burst in some situations.
