Autofilling more people than needed?

I just queued up with my duoq mate. I chose mid/adc, he chose jungle/top. I ended up autofilled toplane, he ended up autofilled support. Of course it didn't matter too much, because we are premade, but does that happen if we are not premade aswell? Giving 2 players autofill despite it being possible to grant 1 player's second choice?

It's one of two things.

  1. The algorithim for some reason is not working as intended.
  2. It is intentional to keep the number of autofilled players the same across both teams, ideally autofilled into the same role as well. This is done in order to ensure higher match quality.
