Once Custom Sets Are Removed, Would Mods For Custom Sets Be Allowed?

Because right now Riot's policy towards 3rd party programs is that they are allowed as long as they don't give you an advantage over the other players in your game. For example scripts are not allowed but custom skins are.

Would Custom Sets be that much of an advantage over the other players in your game that they would be blocked and that they could even get you banned? I remember unofficial jungle timers being banned from the game before Riot implemented them themselves, which also was pretty unimpactful but still made a difference.
