Why is there a lock out on our spells right after we use protobelt?

For example, on Kennen, I will Protobelt forward to get in range for my ult, but for the first .5-.75 seconds after protobelting, I am not allowed to let even though I am spamming R, anyone else notice this?

It's so champions like Annie don't break the game in half with it. Proto-belt is intended as a slight boost to mobility with some damage on top, not as a range-extender to catch people by surprise.

There's a lock out because otherwise Kennen and others like him could protobelt forward to get in range for their ults.
