My only issue with Jhin is his movespeed

Perhaps, but as you see it is actually an ingenious puzzle.

Adding the numbers together gives you 6. 3+3+0 = 6 subracting the number of actual numbers (not counting 0) in the base MS gives you 6 - 2 = 4.

if we adjust his base damage to 44 and base health to 444 aswell, i'm all for it.
