Could Veigar's E have a 0.5 Second Silence in the Cast Area Before It's Up?

Not saying he should or shouldn't, just a question.

It would give him more safety against highly mobile champions that can currently completely ignore his E.

I could see how it could be considered too good having an aoe sililence for team fights, but has one. This one would only be half a second while Cho's is is between 1.5 - 2.5.

To be clear, this is only in the targeted area of his stun before the walls actually come up and only during that time. This would just improve Veigar's safety, which he needs right now given his immobility and the fact that his current E can just be ignored by so many champions.

Another benefit this COULD have is that it would make his W more landable. Instead of casting E then W you could cast W then E which might make it harder for some champions to dodge in certain situations. Just a thought that i figured could be worth mentioning.
