Azir's soldiers attacks are considered spells, confirmed back when fervor of battle was taken away from him. So what I would like to know is, if his soldier attacks aren't considered basic attacks, why are they affected by blinds?
Thematically, when Teemo blinds Azir, he doesn't know where to tell the soldiers to attack! Spells like his Q for example are seen by the summoner, not Azir, so Azir can throw them in the general direction you ask him to (which is why it can miss as a skillshot).
Gameplay answer though is simply that blinding Azir would feel completely useless otherwise.
