I think we need to revert the extra scaling that was added
Awhile ago (I'm talking I think about 2 seasons ago) they added extra scaling to champions from levels 1-18, but slightly reduced base stats. I think that the only way to fix the game as it is right now is to revert that. Why? It added a lot of stuff for supports and ADCs specifically which is why bot lane is so prevelant in the meta. ADC's have more scaling for a somewhat slightly worse early game and the same for supports (both of which are the 2 classes that benefit most from gold). Supports generally need low amounts of gold, so any free stats is a god send and ADC's are trying to stretch their gold as far as they can meaning they generally build greedy builds that multiply gold they have already spent.
Juggernauts, bruisers, and mages all aren't really effected by slightly more stats or a slightly weaker early game as their niche is pretty built into their kits. Assassins tend to be similar to ADC's and when they are prevelant their kill times have been ridiculously low since the scaling rework because as they get ahead their damage increases much faster than it used to making it harder to build around it as any other class. I'm not saying they are OP right now, but part of the balancing problem on them comes from free stats making shutting them down harder therefore making them harder to balance.
IDK how many of you were around for these changes, but I'm starting to think that they actually did the reverse of what they were supposed to do. They made games so dependant on the ADC and assassins that whatever lane the ADC is going to is actually the most important as the tiny lead that you would get before from the other lane dying is actually much bigger now.
