Boot enchantment with with a watered down irelia passive?

mercs could not build into it. but the other boots could. Irelia passive:

For each nearby enemy champion, Irelia reduces the duration of stuns, slows, taunts, fears, snares, immobilizes, blinds and silences. 1 CHAMPION: 10% 2 CHAMPIONS: 25% 3 OR MORE CHAMPIONS: 40%

these boots could give: 1 CHAMPION: 10% 2 CHAMPIONS: 15% 3 OR MORE CHAMPIONS: 20%

I would rather invest in a boot enchantment than consume elixir. does the elixir scale differently if you have more tenacity?

also wasn't there mention that knockups could be mitigated by tenacity in the future. When can we see this come about?
