He's in such a shitty spot, hasn't been competitive or that viable ever since his ult nerf, the increase by 8 seconds barely helps him at all.
He has been in need of help ever since patch 3.03 where he got a massive nerf to his ult and a stealth nerf to his E yet Riot ignores him.
Why do you ignore Darius? Why can't we have him be viable again? If his kit is as bad as you say it is why is his rework constantly pushed down?
