Is the new Dark Harvest an out of season april fools joke?

Wtf is this abomination, it's like the old thunderlords where everyone must take it because it is absolutely broken. This is going to be a rune if not fixed or reverted is going to lead to alot of balanced champions being nerfed solely because this rune makes them way stronger than they usually are. Lee Sin for example was sitting at a pretty balanced 48% winrate before the dark harvest changes now he is breaking 50ish% and we all know if he gets above 48% winrate he gets the nerf bat and it is all because of this damn rune. I don't want to see champions getting nerfed to oblivion over a shittily designed "rework" of a rune that pretty balanced before hand.
