Rammus have no Max hp damage
Malphite have no max hp damage
Naut have no max hp damage
Voli have no max hp damage
Those tanks have no max hp damage and all of them are always in the meta and they always doing "good"
But the tanks with max hp damage they were always picked or banned and they were always problematic
See maokai see sion see sejuani see gragas and where that lead? to insta nerfs and nerfs and nerfs and more nerfs
So how exactly max hp damage on a tank is "Balanced" when after they hit the live server they get 10 nerfs in the row in order to be balanced and by balanced mean useless
All of those have damage built into their kits.
Rammus gains AD from armor, reflects damage, has a constant AOE pulse and has a way to spike his resistances for more damage.
Malphite has some good base values, damage that scales off of armor, and his auto attack modifier.
Naut has a shit ton of CC so his damage is not pinnacle. It's that he will stop a carry from moving for as long as he wants, so that makes him a priority although not too much if you notice.
Voli has damage that scales off of his max health, attack speed steroid that works with his high base value ult, and a passive that scales off of max health. I've never had a tank that dealt percent health come close to what Voli's execute bite does.
Nautilus wasn't always in the meta. He was unfavorable before last season where he was picked up as a support rather than a jungle because he had to be buffed. Malphite is picked mostly as a supplement to either Yasuo or vs heavy AD comps, or to counter pick a top laner. Voli only comes around the meta when stacking health is popular and good. Rammus is like Amumu, in that he has an amazing initiate and that's something that will never fall out of meta.
Sejuani was considered shit. Very shit. For a long time. She was the butt of jokes, with Yorick and Urgot. The buffing of cinderhulk is what shot her into popularity, along with unfavorable buffs to how her kit functioned. Before, her charge had max hp damage, a lot of it, and still she was shit.
Sion was a rework that was mostly considered OP due to how he could max his E and slam minions over and over into the enemy with very little mana cost and counter play. Look at today's sion, with max HP damage and yet is not OP.
Gragas was op a bit, however he is currently not and still retains Max HP damage.
Same with Mao Kai.
I think what youre trying to say is max HP damage can be op on a tank if it is too high. Which is true. That goes for damage on anyone. However they are not inherently OP, and many many tanks have it currently and are not quite OP. Therefore, it's apparent that tanks are not broken for having it.
