Can Dr. Mundo See Buffs/Changes?

After getting new lore, I have a revived interest in the champion since a champion with personality/story is needed for me to enjoy playing them. However, his current state is a little sad with him having a 44% win rate and 1.5% play rate. I think it would be a good idea if Riot also focused on Dr. Mundo in the coming patches since he needs some help overall. Changing his Passive to make it scale or just be stronger I think would be a good place to start since right now it's just extra health regeneration. Maybe make the health regeneration it provides be added to Dr. Mundo's base health regeneration so it can benefit from item bonuses and such.
