Ez balanced?

Can someone explain to me why they thought nerfing his atk speed instead of his q was a good move? They could completely nerf his atk speed and he would still be incredibly powerful, his q is why he is dominating atm. And he isnt even taking dmg runes. Thats how strong it is.
