Bottom lane is retarded atm - Too snowbally

Ever played top, and just gone even with your opponent? I have, easily 200+ times. Ever played JG and been about as helpful as their jg? I have done so plenty of times. Ever Played mid against an assassin as a mage, or vise versa and not gone even? You guessed it, I have many times. Ever gone bottom and had an even lane? I might have.... once or twice?

Bottom lane is a horrific bloody trash fest. Even in low plat ELO there's not enough half-decent bottom laners to go around. One side ALWAYS feeds heavily, and typically loses their team the game. Why can't bottom lane go even, and prevent terrible losses. I'd venture to guess it's champions like this: These guys snowball extremely hard, but if they fall behind, it's over. Could we like, fix this? Please? PLEASE?!?!

I have almost no idea how to go about fixing this, but my god, marksmen destroy everything. It's great when someone can effectively play "protect the Cannon/ " Because he's incredibly immobile, and very easy to pick out if he doesn't play carefully. But when one of these bastards gets ahead....

I take it back, I know exactly how to deal with these guys. Gut their mobility. Sure, let them keep it, but make it a last ditch effort ability make the CD significantly higher, or remove its interaction with CDR. Not one that can be efficiently spammed while fighting, that invalidates the need for peeling. That removes their inherent (intended, but obviously non-existent) weakness. Would it hurt a couple of people's feeling by making them unable to kite all but about 3 champions? Sure, but that's what the game actually needs.
