Skarner ult should consume the E mark.
That would stop his top lane cheese thats going on, skarner rushing 45% cdr, doing E wait ult AA E AA for a 4.5s moving hard cc so you basically die if you're past the middle of the lane and you're not a tank.

But...he's awful top lane?
When you don't even know the combo and complain about it. You missed an E. E, wait until last second to proc it, E, R, auto, E, auto.
No, they just need to remove the cooldown reduction aspect of E. So he cant ult + stun and immediately follow with another stun... and then actually buff the champion.
