Jungles having Tiamat in their inventory until 5 items feels terrible

Since we're changing the jungle item, can we get one that builds out of Tiamata, so that jungles who don't have AoE aren't forced to sit on it until 6 items?

When I'm playing Udyr, my inventory is full for 80% of the game, making me unable to pick up wards.
