How to properly nerf the ADC meta

Let's be honest here. This is an adc dominated meta. Anyone who disagrees clearly hasn't played this game in the past few months. I realize items are part of the problem, but I feel like thunderlords is the biggest issue here. Why? Everyone can buy the new "tank" items (steraks gage, maw of malmortius, etc). But other champions can't proc thunderlords as easily as adc's can. Since they are ranged, it's much easier for them to get those stacks. So what can we do to fix this problem? What if we made it so ONLY abilities will stack thunderlords? It would become significantly harder for the adc's to get those stacks in lane, but it would reward people for landing their abilities.
