Despite his low win rate, I feel as if people are miss judging Ornns capabilities. If anything, his shield needs a tiny nerf, everything about his kit is actually pretty balanced and good.
He will be pick/ban in pro play, I guarantee it
I feel like he needs some base stat buffs.
Balanced does not mean "oh he's not much of a threat right now."
No, whether it's incredibly broken or a shadow in the dark, neither is balanced. He has terrible mana costs from his passive, he can't change the direction of his W once he casts it, his knockup has so much counterplay, and his ultimate isn't that hard to miss. He needs buffs but not really towards his abilities. Mostly towards his base stats.
Edit: He also has no mobility.
I think he just needs better clarification on how to build or play him. I've been getting the hang of him since I've started but I had a feeling that I really was doing something wrong. I've been buying his forge upgrades far too soon. It was meant to be saved for late game. Though the trickiest part about playing him is aiming his ult on the second cast, because not only aiming plays a role in using it effectively, but also timing the strike. What makes it more difficult is avoiding crowd control. I see this ability as more of an initiator rather then being used during teamfights. I use it when I get into one that's already happening. I have to position myself to make sure that I get as much people as I can to get in range of the goat's attack. Afterwards, I just go all in, spraying fire and going in horns first. Always aim for the walls near enemies. Always make walls next to them. Making terrain would be a big mistake if they're close by. That's why 
mains have to be careful when ulting him.
He's incredibly strong right now. The last thing he needs are buffs.
